What does this MR do?
This MR makes the timeout for Patroni to wait for PostgreSQL readiness configurable. It adds patroni['wait_for_postgresql_timeout']
attribute to gitlab.rb
. The default value is still 30 seconds. But it may need to be increased depending on database volume size.
