PostgreSQL status helper should not fail fast
What does this MR do?

helper for pg_status_helper no longer immediately fails when PostgreSQL is not running - warning message for PostgreSQL not running amended to show that it waited the total number of configured service checks
- Allows async service restarts from database managers such as Patroni without having to use timers to wait for the service to be ready
