Fix shmmax for arm64

What does this MR do?

This is important as we set postgresql shared buffers based on this value.

Without this change, a 16GB instance ends ups allocating 14GB to pg shared buffers!

Found this while testing a new centos 8 arm64 package. But it repros on all our arm64 packages.
