Deprecate support for Ubuntu 16.04

Balasankar 'Balu' C requested to merge 5904-deprecate-ubuntu-16-04 into master

What does this MR do?

Ubuntu 16.04 will reach its EOL (Standard support) in April 2021. This means, GitLab 13.11 will be the last GitLab version for which we build Ubuntu 16.04 packages. Let's warn users that it is best if they upgrade asap.
