Fix the release-version branch builds to work even if there are no matching tags

DJ Mountney requested to merge pre-tag-builds into master

What does this MR do?

Otherwise we can't release a new package flavor (at least using repo tags), until its syntax has a tag present.

This change at least gives it a default version.
