Refactor PostgreSQL cookbook for reusability

What does this MR do?

This adds some fixes and split some code to other recipes in order to decouple and make it easier to reuse those logics elsewhere outside of postgresql cookbook.

Switch target to master before merging. Merge dependent MRs first:
