Update GraphicsMagick to 1.3.36

What does this MR do?

Updates GraphicsMagick from 1.3.35 to 1.3.36 as well as changing the source download site from ftp.icm.edu.pl to sourceforge.net.

Also removes the patch introduced in c5bace28 for CVE-2020-12672 since it is included in the upstream as of 1.3.36.
