Timeout fetch-assets job after 1 hour

Alessio Caiazza requested to merge fetch-assets-timeout into master

What does this MR do?

The fetch-assets job timeout defaults to 1 day, but it seems to take about 1 minute to run.

Lowering the timeout will allow a cascade failure on release-tools notifying release-managers that something went wrong.
