Gitaly default maintenance override

Paul Okstad (ex-GitLab) requested to merge pokstad1-disable-gitaly-maintenance into master

What does this MR do?

Provides the ability to disable the default Gitaly maintenance window. Previously, we depended on specifying a window of no-time (e.g. 0 minutes). Now, due to the addition of a default maintenance window in Gitaly, this is no longer the case.
