Configure the logging driver for docker

What does this MR do?

We have a customer who complained of space in the GitLab docker container and upon checking, we realized that the JSON file had grown to a massive 39GB as per the screenshot attached. gitlab_logs_space

Docker uses this logging mode as the default and since no rotation is done, the file can grow and consume a lot of space.

By default, no log-rotation is performed. As a result, log-files stored by the default json-file logging driver can cause a significant amount of disk space to be used for containers that generate much output, which can lead to disk space exhaustion.

The suggestion from docker is to use Journald logging driver though we wanted to open the discussion whether it's the best for Gitlab or we can explore other options.

In this case, we would add

--log-driver=journald

while starting the docker container which would resolve the issue and would send the container logs to the systemd Inspired by this ticket: #201164
