Change example puma worker memory

What does this MR do?

This MR updates the example puma['per_worker_max_memory_mb'] from 850 to 1024 in both the Puma documentation and the gitlab.rb.template because the default per worker max memory limit was increased to 1024 from 850 in 13.5 gitlab!45116 (merged). Documenting the current default in the docs as well as the template can help users/administrators have a baseline to increase off of.
