What does this MR do?

This MR enables us skip to install google_drive gem in all jobs except for upgrade job.

Comments from !2371 (closed) refers gitlab-org/distribution/team-tasks#118, but unfortunately we could not change the way to manage it, so we should reconsider the approach showed in this change now.
