Remove upgrade time measuring job and related code

What does this MR do?

This was a rushed implementation to check how much time GitLab takes to upgrade and is suboptimal at best. We should do this properly, on a machine with recommended hardware specs and plot the data to Sisense. Will open a follow up issue for that.
