Fix get-postgresql-primary command for Geo secondary sites
What does this MR do?
MR fixes the gitlab-ctl get-postgresql-primary
command when being run on a Geo secondary site. On that type of setup the Postgres Primary Consul service entry is listed under standby-leader
instead.
