Remove software build rules for OSs we don't support

What does this MR do?

Remove the conditionals in software builds that aren't relevant to us, thus following YAGNI. Keeping them here meant more work for us, when omnibus changed DSL, as seen in !5602 (merged) (https://dev.gitlab.org/gitlab/omnibus-gitlab/-/pipelines/209891).

After all, we never used these, and they are remnants from the past when we vendored these in at !1207 (merged)
