Append omnibus-gitlab version to PostgreSQL version

What does this MR do?

Configure PostgreSQL build with the --with-extra-version flag. Adds -omnibus-gitlab and the GitLab version to the output from the various PostgreSQL version commands (psql -V, select version()`, etc).
