Add one_trust_id configuration

What does this MR do?

As part of https://gitlab.com/gitlab-org/gitlab/-/issues/341430, this MR adds the setup code for OneTrust. To be used on gitlab!71243 (merged).

This value will be filled for gitlab.com only.
