Omnibus builds use public sources by default

What does this MR do?

  • To facilitate a better contributor experience, the Omnibus GitLab now defaults to building from public sources.
  • Pipelines now explicitly set ALTERNATIVE_SOURCES to false to keep the behavior that used to be default
