Add praefect startup check

What does this MR do?

gitaly!3989 (merged) adds a praefect subcommand praefect -config <config_file check that runs through a series of startup checks to make sure the gitaly cluster setup is healthy. If any fatal check fails, we want to stop Praefect from starting up.

This is the omnibus change to do that.
