Update to PostgreSQL v12.10 and v13.6 and automatically restart the database

What does this MR do?

We're upgrading GitLab.com from 12.7 to 12.9 soon (gitlab-com/gl-infra/infrastructure#14582) to address a subtransaction performance issue, so we should have this available in Omnibus.
