What does this MR do?

This MR addresses #6182 where we have identified that the developer documentation should be clear about configuring and documenting log rotation when adding a new service to Omnibus GitLab.

This is note a code change; it's documentation-only. As a result, I don't think that the items in the Expected list above are applicable.
