Add parameter to pass docker image build args

What does this MR do?

This is the follow-up of gitlab!91250 (merged).

Currently, the only way to build QA images in JiHu is through Omnibus GitLab pipelines. Here I update the method DockerOperations to pass docker build args so that we can specify the QA image build target.
