Retry package upload
What does this MR do?
Use the retriable
gem to retry uploading of packages if it fails.
Package upload will be retried 10 times, with exponential backoff and jitter, with the 1st retry being 5 seconds after the failure.
The total amount of time spent waiting at the end of the 10th retry will be approximately 6 minutes. If the upload fails after all retries are exhausted, the PackageUploadError
exception will be raised.
