fix pipeline error on branch and tag of jh

What does this MR do?

we found Trigger:ce-package and Trigger:ee-package jobs dependencies generate-facts.

But the rules of the generate-facts job will cause the following error to be reported on the branch and tag branch of JH.

'Trigger:ce-package' job needs 'generate-facts' job, but 'generate-facts' is not in any previous stage
'Trigger:ee-package' job needs 'generate-facts' job, but 'generate-facts' is not in any previous stage
