Drop usage of ARM64_RUNNER_TAG variable
What does this MR do?
With gitlab-omnibus-builder!352 (merged), all RPi builds across projects have been tagged with armhf
tag, and other arm64 builds have been tagged with arm64
tag. The runner configuration has also been updated where the GCP T2A runner accepts jobs tagged with arm64
and AWS Graviton runner accepts jobs tagged with armhf
.
