Add renovate support

The added CI job requires

  • setting up a scheduled job to run the renovate job
  • a RENOVATE_TOKEN variable with a project access token with API and read_repository rights
  • a RENOVATE_EXTRA_FLAGS variable that has the project slug for value gitlab-org/project-templates/cluster-management. This can be part of the scheduled job.
