Draft: Makes the internal rotation process easier to follow

What's in this MR?

  • Makes the workflow simpler and easier to read
  • Relies more on project comment templates
  • Adds a section on what to do at the end of the internal rotation

The main drawback is that the project comment templates are not versioned: they seem to live in GitLab exclusively. I personally can live with that for our small team project.
