Merge project api tests

Closes #375 (closed)

Merges api_v4_projects and api_v4_projects_pagination_keyset tests to reduce duplication and confusion.

Test detects when version supports pagination by keyset and will call it evenly with normal pagination.

Will be released as 2.3.0 along with other small fixes we've done.
