Remove custom threshold for API Branches test

api_v4_projects_repository_branches has been significantly improved in gitlab-org/gitlab#208738 (closed) and is below the main target now 🚀 The fix is under FF but should be set by default when gitlab-org/gitlab!48978 (merged) will be included to the GitLab release.

The MR introduces flexible threshold based on GitLab version.
