Starting from around 2021-05-07 api_v4_projects_repository_files_file_blame started to fail in successful requests rate on smaller environments, specifically in 1k and 2k. While it's being investigated at gitlab-org/gitlab#217570 (comment 595648625), reducing the successful_requests threshold for the test to reduce noise in the QA Performance pipelines. The proposed value is based on the worst results from 1k.
