Enable admin tests

Mark Lapierre requested to merge ml-enable-admin-tests into master

Puts back QA_CAN_TEST_ADMIN_FEATURES and sets it to true because it was disabled because of a feature change, and the framework was updated to account for that change: gitlab-org/gitlab!20285 (merged)
