Add agnostic reporting to quarantine_report

Previously, this report only worked for the GitLab repository. This change enables any project that would like to report on Quarantine tests, to be able to do so by specifying the appropriate positional argument to bin/quarantine_report

  • Add CustomersDot reporting to the Quarantine Report
  • Change Quarantine Reporting title for GitLab project
