Make the Report Hours configurable

Objective

Increase the frequency that the review-deploy report can be generated to understand new failures sooner than the last 24 hours.

What does it do

Set the report hours to be a variable that defaults to 24. This will allow for more frequent review-deploy reports to #review-apps-broken

After merge we can edit https://gitlab.com/gitlab-org/quality/toolbox/-/pipeline_schedules/51213/edit to add a REPORT_HOURS variable set to 12 or 8.
