No slipping check on stretch issues

What does this MR do and why?

This adds some forbidden_labels on the slipping-check policy, to stop pinging assignees on "stretch" issues that are already known to be at risk of slipping.

Note: Some groups use Deliverable/Stretch labels, other groups use priority labels (example), and we want to be flexible for different workflows.
