Don't prompt for vulnerability label if it exists

What does this MR do and why?

We recently merged !1046 (merged) which prompts someone to add the ~vulnerability label on new security issues.

This MR changes the prompt to only run when the ~vulnerability label isn't already present. (I think: I've not modified the bot before, but this seems like it'll work).
