Revise deviant-MR message for style

What does this MR do and why?

I saw the new deviant-merge message in gitlab-org/gitlab!80436 (comment 839949814) and it caught my eye. I'm a technical writer for Create, so I know merge in merge requests shouldn't be capitalized - I spent a couple of milestones cleaning that issue up.

While I'm here: a free edit of the message! I gardened in a link to improve the message, too, so the next person doesn't have to figure out that the message actually lives in the triage-ops repository.

Expected impact & dry-runs

  • Make sure I didn't break the test. I copied and pasted my text in; who knows if I got it right?
  • Users will see a more polished message when they forget to run a pipeline.
