Add EM fallback for backend and frontend in GroupDefinition

What does this MR do and why?

Related to #1118 (closed)

This was brought up in !1653 (merged) where engineering_manager does not represent frontend_engineering_manager, but backend_engineering_manager.

We may consider making engineering_manager as the fallback EM for both backend and frontend, like this:
