What does this MR do?

  • If a revert MR is opened without the pipeline:expedite label, we'll nudge the MR creator to use the revert MR template.
  • See the message for EWIR at the end of this description.

Message for EWIR

[Maintainers] @ddieulivol: We now have a revert MR template that will allow you to speed up revert MRs by applying appropriate labels (see the docs). We also introduced a reminder for revert MRs that didn't use the template (see !1836 (merged)) to tell people about the revert MR template.
