Allow assignees to issue community reactive commands

What does this MR do and why?
Related to #1243.
With the move to community forks, we are ecouraging collaboration even more. With this, it makes sense to allow all assignees to issue reactive commands to, for example, set an MR as ready and request a review even if the issues is not the MR author
Expected impact & dry-runs
All community members assigned to an issuable will be able to issue reactive commands to the issuable itself.
