Do not revert to refinement when missing type
What does this MR do and why?
Iterate on the implementation for Add issues with workflow::ready for development... (#994 - closed).
Instead of moving issues without a ~type::
label back to workflowrefinement, the processor now tags the actor and asks them to update the type.
I've made this change because the initial MR received feedback that changing the workflow was unnecessarily disruptive.
