Add troubleshooting instruction for triage ops seed

What does this MR do and why?

I ran into OpenSSL::Cipher::CipherError error yesterday when trying to seed 33_triage_ops and realize there's no troubleshooting guide about this error. This MR will capture the resolution so it's shared publically.
