Rename 'GITLAB_TRIAGE_FILE' to 'TRIAGE_POLICY_FILE' to reduce confusion

GITLAB_TRIAGE_FILE was confusing because we also have GITLAB_TRIAGE_BRANCH which refers to the gitlab-triage branch to use in the dry-run:custom:gitlab-triage-git job.

TRIAGE_POLICY_FILE is consistent with TRIAGE_SOURCE_PATH and TRIAGE_SOURCE_TYPE.
