Add specific policy files for Gitaly, Gitter, CNG, GitLab Runner, Omnibus GitLab

This adds specific policies for the Gitaly, Gitter, CNG, GitLab Runner, Omnibus GitLab projects:

Gitaly project - https://gitlab.com/gitlab-org/gitaly

Add the following labels to open issues and merge requests:

Dry-run: https://gitlab.com/gitlab-org/quality/triage-ops/-/jobs/275064752 (64 issues/MRs would get these labels)

Gitter group - https://gitlab.com/gitlab-org/gitter

Add the following labels to open issues and merge requests:
