Run Stage and Group Label Inference on Charts Issues and MRs

MR to run one-off job to add stage and group labels. This is not intended to be merged into master but only for tracking

These counts are different from the dry-runs in the issue for a few reasons:

  • Run over all Issues instead of only opened
  • Additional inference rules, some of which may not be desired. See !251 (comment 203775140)

I will add a daily schedule for stage-and-group-label-hygiene for the charts org after the one off run to keep the issues and MRs consistent with rules we run on gitlab-org.
