Add issues without milestones/priority to EP weekly report

What does this MR do and why?

Adds issues without a milestone or a priority set to the EP weekly report.

This will help us prioritize all of the issues the team is responsible for.

Expected impact & dry-runs

We currently have 25 issues without a milestone and 175 issues without a priority set.
