Consider `infrastructure` as a department

Rémy Coutable requested to merge add-infrastructure-as-a-department into master

That way, Community contribution that should be reviewed by someone from infrastructure will be considered triaged once infrastructure will be set (otherwise they would come up in the "Daily Community contribution untriaged" report.
