Add group::utilization to Quad Planning issue

Vincy Wilson requested to merge vw-add-utilization-to-quad-planning into master

Currently in Fulfillment, Utilization will benefit from having a SET as it includes both front end and backend work and has many projects planned in the roadmap. Dan has been looking into Utilization group but will benefit from having quad planning report as well. Currently am leaving License group in the report so team has good visibility into all issues within Fulfillment.
