Updates security process to merge specific MRs during early merge

What does this MR do?

Modifies security early merge process

  • During the early-merge phase, only GitLab and Omnibus GitLab security merge requests are allowed to be merged
  • Merge requests associated to Gitaly, Workhorse, Pages and any other satellite project will be merged during the Security Release
