Update chart appVersion from GITLAB_KAS_VERSION in GitLab.

As the chart currently does not make use of the appVersion (see gitlab-org/charts/gitlab!1680 (merged)), and is still locked with an explicit image.tag, this MR will not affect the kas image deployed for the chart immediately.
