What does this MR do?
Add env variable to test individual deployments
INDIVIDUAL_DEPLOYMENTS env variable will be used to switch TRIGGER_REF. When enabled, individual deployments for staging, canary, and production will be triggered using deployer master branch. Also the TEST variable is disabled in this case.
